and Determination & Implementation Strategy |
Kyung-young Chung, Professor at Hanyang University, postulates that transferring wartime operational control (OPCON) from the U.S. to South Korea is an instrumental feat on grounds of national security, as it will not only provide sufficient deterrence against North Korea but lay the groundwork for true strategic autonomy. He proposes institutional reforms to aid with the transition and urges South Koreans to embrace self-reliant defense consciousness beyond alliance dependency.
